The main reason is the lack of capacity to measure a real impact and the fact that after 6 decades of AID , Africa (for instance) is still lagging behind in term of development More in details. 1. emergency impact is basically evaluated in term of life saved. It is straightforward and everyone can see the effects of a flow of money in the country which are affected by the contingent emergency. Choice are based under pressure of time , but the goal is clear and not disputable. 2. The lack of reliable date make it impossible to learn from the past. To understand good or bad practice.
